North Carolina Drinking Water Operator Certification & Responsible Charge
North Carolina drinking-water operator certification, Grade C distribution scope and responsible-charge duties under 15A NCAC 18D.
Drinking Water Operator Certification and Grade C Scope
North Carolina certifies operators of drinking-water distribution systems. The North Carolina Distribution A/B/C Needs-to-Know outline (May 21, 2019) marks the knowledge applicable to each grade in separate C, B, and A columns. A Grade C candidate must follow the C-column markings; a topic listed only for B or A must not be presented as a Grade C examination requirement. The outline lists operator certifications, exams, applications, reciprocity, professional-growth hours, reinstatement and responsible charge under 15A NCAC 18D. The outline is a scope document; requirements and administrative procedures must be checked against the current state rule and agency guidance.
Which Rules Govern Operators
15A NCAC 18D governs North Carolina certification of water treatment facility operators, including the relevant distribution classifications and certification responsibilities. In the official 2019 Distribution Needs-to-Know, page 35 marks the sections on grades of certification (.0201), examinations (.0202), certified operator required (.0206), applications and certain certificate actions (.0300 and .0400), and operations and management (.0700) for Grade C. Consult the operative version of each rule for eligibility, renewal, fees and notices; this guide does not supply unverified time limits or amounts.
Operator in Responsible Charge
Under 15A NCAC 18D .0701, the owner must ensure an appropriately certified operator in responsible charge (ORC). The ORC manages daily operation and maintenance, establishes appropriate system-specific standard operating procedures, and ensures that public-health decisions are directed to an appropriately certified person. The rule also addresses availability, limits and permission in specified multi-facility situations, notification, and temporary ORC arrangements. These details should be learned directly from the current rule rather than an older training manual. Being present at a work site does not, by itself, give an uncertified worker the authority to make regulated decisions affecting drinking-water quality or quantity.
Delegation, Emergency Escalation and Records
Operators should know which routine tasks they may perform under approved procedures and which conditions require a certified decision-maker. Abnormal pressure, suspected contamination, loss of disinfection, unapproved construction changes or other public-health concerns should be escalated promptly under the utility emergency plan. Record observations, actions, notifications and resulting instructions accurately. A standard operating procedure supports compliant operation; it does not supersede applicable state rules or the required certification of the person making an independent public-health decision.
Grade C Practice Scenario
An employee discovers an unexpected pressure loss and considers bypassing a system control without authorization. The appropriate Grade C response is to protect the public, follow emergency SOPs, notify the certified operator or ORC, document observations and act only within the authority granted by the facility's procedures. The testable distinction is between carrying out an assigned operating step and making an independent decision reserved to appropriately certified personnel.

What to Remember for the Exam
Grade C scope follows the C column. The Needs-to-Know is not a substitute for the current rule. 15A NCAC 18D governs operator certification and responsible charge. Know when to notify the ORC, follow SOPs and document critical conditions. Do not substitute older rule paraphrases for current governing requirements.
