Biological Exposure, Hygiene & Housekeeping

Learn how water and wastewater operators can reduce biological exposure through hygiene, PPE, housekeeping, contamination control, sharps awareness, and safe handling of sewage and sludge.

Water and wastewater operators may work around raw sewage, sludge, screenings, contaminated equipment, samples, aerosols, and surfaces that contain microorganisms capable of causing illness. Biological hazards are especially important in wastewater operations, but drinking water operators may also encounter contaminated source water, sewage backups, laboratory samples, or other potentially infectious material.

Protection depends on preventing contact whenever practical, using appropriate PPE, maintaining good hygiene, controlling contamination, and keeping work areas clean. Routine exposure should never be treated casually simply because an operator has performed the same task many times without becoming ill.

What Is a Biological Hazard?

A biological hazard is a microorganism or biologically contaminated material capable of causing disease or other harmful effects.

Water and wastewater workers may encounter:

  • bacteria;
  • viruses;
  • parasites;
  • fungi;
  • human waste;
  • sewage and sludge;
  • contaminated sharps;
  • blood or other potentially infectious material in certain situations.

The actual risk depends on the organism, concentration, route of exposure, work activity, and individual circumstances.

Common Routes of Exposure

Biological material can reach the body through several routes.

  • Ingestion: contaminated hands, food, drinks, tobacco, or objects transfer microorganisms to the mouth.
  • Eye, nose, or mouth contact: splashes and aerosols reach mucous membranes.
  • Broken skin: organisms enter through cuts, abrasions, dermatitis, or punctures.
  • Inhalation: aerosols or droplets generated during some operations are breathed into the respiratory system.
  • Sharps injuries: needles, broken glass, metal, or other contaminated sharp objects puncture the skin.

Understanding the exposure route helps determine the appropriate controls.

Hand Hygiene Is a Primary Control

Handwashing is one of the most important ways to prevent biological contamination from reaching the mouth, eyes, food, personal items, or clean areas.

Wash hands thoroughly with soap and clean water:

  • after handling sewage, sludge, screenings, or contaminated equipment;
  • after removing gloves or other contaminated PPE;
  • before eating or drinking;
  • before smoking or using tobacco products;
  • before touching the face or handling contact lenses;
  • after using the toilet;
  • before leaving the worksite when contamination is possible.

Gloves do not replace handwashing. Hands can become contaminated during glove removal or through unnoticed defects.

Avoid Hand-to-Face Contact

Operators should avoid touching the eyes, nose, mouth, and face while working around sewage or contaminated material.

Small habits such as rubbing the eyes, biting fingernails, adjusting contact lenses, or handling food with contaminated hands can create an exposure route even when no obvious splash occurred.

Protect Cuts and Broken Skin

Open cuts, abrasions, and damaged skin can provide a pathway for microorganisms.

Cover wounds with clean, dry, appropriate dressings before work. If a wound cannot be adequately protected from contamination, the task may need to be reassigned or additional controls used.

If contaminated material enters a wound, follow the facility exposure-response procedure and obtain medical evaluation when appropriate.

Personal Protective Equipment

PPE should be selected based on the expected exposure.

Depending on the task, protection may include:

  • waterproof or chemical-resistant gloves;
  • safety glasses or splash goggles;
  • face shields;
  • protective coveralls;
  • rubber or waterproof boots;
  • protective sleeves or aprons;
  • other task-specific PPE.

When splash exposure to the eyes, nose, or mouth is reasonably possible, hand protection alone is not sufficient.

Remove PPE Without Spreading Contamination

PPE can protect the worker during a task but become a contamination source afterward.

When removing contaminated PPE:

  • avoid touching contaminated outer surfaces with bare skin;
  • remove PPE in the designated area when applicable;
  • place reusable equipment in the proper cleaning location;
  • place disposable material in the appropriate waste container;
  • wash hands immediately after removal.

Contaminated gloves should not be used to open doors, handle phones, touch vehicle interiors, or operate clean office equipment unless those surfaces are intended to be treated as contaminated.

Separate Clean and Dirty Areas

Good contamination control separates areas where sewage or sludge is handled from areas used for eating, drinking, paperwork, or personal items.

Examples of useful separation practices include:

  • designated dirty and clean work zones;
  • separate storage for contaminated PPE;
  • removing dirty boots or outer clothing before entering clean areas;
  • keeping food and drink out of contaminated work areas;
  • cleaning shared tools before moving them into clean spaces.

The goal is to prevent microorganisms from traveling from process areas into vehicles, control rooms, break rooms, offices, and homes.

Do Not Eat or Drink in Contaminated Areas

Food and drink should be kept away from areas where sewage, sludge, contaminated samples, blood, or other potentially infectious material may be present.

Eating, drinking, smoking, applying cosmetics, or handling contact lenses in contaminated work areas increases the chance of transferring biological material into the body.

Use designated clean areas for breaks and meals.

Work Clothing

Work clothing can carry contamination away from the job.

Depending on the task and facility procedures:

  • remove visibly contaminated outer clothing promptly;
  • store work clothing separately from personal clothing;
  • avoid wearing heavily contaminated work clothing into break rooms or vehicles;
  • clean reusable clothing and PPE appropriately;
  • avoid taking contaminated material home unnecessarily.

Facilities should have clear procedures for managing clothing that becomes significantly contaminated.

Housekeeping Reduces Biological Exposure

Housekeeping is more than appearance. Dirt, sludge, wastewater residue, standing water, contaminated tools, and accumulated debris can increase worker exposure.

Good housekeeping includes:

  • cleaning spills promptly;
  • removing accumulated sludge and residue;
  • keeping walkways clear;
  • cleaning tools after contaminated work;
  • maintaining handwashing facilities;
  • keeping waste containers available and properly managed;
  • preventing contaminated materials from accumulating in clean areas.

A clean work area also makes leaks and abnormal operating conditions easier to identify.

Cleaning and Decontamination

Cleaning and decontamination are related but not identical.

Cleaning removes soil, organic material, sludge, and other debris.

Decontamination uses an appropriate method to reduce or remove a specific contamination hazard.

Heavily soiled surfaces may need to be cleaned before a disinfectant can work effectively.

Operators should use facility-approved products, concentrations, contact times, and procedures rather than improvising chemical mixtures.

Do Not Create Additional Aerosols

Some cleaning methods can spread contamination into the air.

Aggressive high-pressure spraying of contaminated material can generate droplets and aerosols that reach the face, clothing, nearby surfaces, or other workers.

Select cleaning methods that control contamination rather than unnecessarily dispersing it.

Aerosols in Wastewater Operations

Aerosols can be generated by processes involving splashing, aeration, spray, high-pressure cleaning, or turbulent wastewater movement.

Potential areas include:

  • headworks;
  • aeration basins;
  • screens and grinders;
  • sludge handling areas;
  • high-pressure cleaning operations;
  • some sampling or maintenance tasks.

Operators should consider splash and aerosol exposure when selecting PPE and positioning themselves during work.

Sampling Safety

Wastewater and sludge samples should be treated as potentially contaminated.

Good practices include:

  • wear appropriate gloves;
  • avoid splashing;
  • keep sample containers closed when practical;
  • clean contaminated exterior surfaces;
  • transport samples in suitable containers;
  • wash hands after sampling;
  • keep samples away from food and personal items.

Laboratory procedures may require additional controls depending on the test and material.

Sharps Hazards

Wastewater and screenings can contain needles, broken glass, razor blades, metal fragments, and other sharp objects.

Do not reach blindly into screenings, debris, trash, or equipment where sharp objects may be hidden.

Use tools or mechanical means where practical to handle unknown debris.

If a needle or other potentially contaminated sharp object is found, follow the facility procedure for safe collection and disposal.

Needlestick or Sharps Exposure

A puncture from a contaminated sharp requires prompt attention.

After a needlestick or similar exposure:

  1. stop the task safely;
  2. wash or flush the affected area as appropriate;
  3. report the incident immediately;
  4. follow the facility exposure-control procedure;
  5. obtain medical evaluation promptly when required.

Do not ignore a puncture simply because it appears small.

Bloodborne Pathogens

Bloodborne pathogens are microorganisms present in human blood that can cause disease.

OSHA's Bloodborne Pathogens Standard applies when employees have occupational exposure to blood or other potentially infectious materials as defined by the standard.

Routine sewage exposure is not identical to occupational exposure to blood under the Bloodborne Pathogens Standard. However, wastewater workers can encounter discarded sharps, visible blood, emergency incidents, or other situations where bloodborne-pathogen precautions become relevant.

Follow the facility exposure-control program when those conditions exist.

Universal Precaution Mindset

When blood or another potentially infectious material is involved, workers should not attempt to determine safety based on who the material came from.

Use the precautions specified by the exposure-control plan and treat applicable material as potentially infectious.

Contaminated Tools and Equipment

Tools used in sewage or sludge work can transfer contamination to the next worker or location.

After use:

  • clean tools according to facility procedure;
  • decontaminate when required;
  • store contaminated equipment separately until cleaned;
  • avoid placing dirty tools on desks, seats, or food-preparation surfaces.

Equipment that cannot be fully decontaminated should be identified and handled appropriately.

Vehicles and Mobile Equipment

Service trucks and plant vehicles can become contaminated when dirty gloves, boots, tools, or clothing contact steering wheels, controls, seats, and door handles.

Good practices include:

  • remove heavily contaminated gloves before entering the cab;
  • use designated storage for dirty tools;
  • clean contaminated vehicle surfaces;
  • avoid placing contaminated PPE on seats;
  • keep clean supplies separated from dirty equipment.

Handwashing Facilities

Workers who handle sewage or contaminated material should have access to appropriate handwashing facilities.

Where full facilities are not immediately available at a remote worksite, the facility should provide suitable alternatives consistent with the work plan and applicable requirements.

Hand sanitizer can be useful in some circumstances, but visibly dirty or contaminated hands should be washed with soap and water when facilities are available.

Vaccination and Occupational Health

Vaccination recommendations for workers exposed to sewage or human waste should be established with appropriate occupational health or public health guidance.

Workers should keep routine vaccinations current and follow employer medical recommendations applicable to their work.

Vaccination does not replace hygiene, PPE, contamination control, or safe work practices.

Recognize Symptoms After Exposure

Operators should report significant exposure incidents and seek medical advice when symptoms develop after contaminated work.

Possible symptoms requiring attention can include:

  • persistent diarrhea;
  • vomiting;
  • abdominal cramps;
  • fever;
  • significant skin infection;
  • eye irritation after a splash;
  • other unusual illness following a known exposure.

Provide medical personnel with accurate information about the type of work and exposure when possible.

Prevent Cross-Contamination

Cross-contamination occurs when biological material is transferred from a contaminated area or object to a clean one.

Typical examples include:

  • using dirty gloves to operate a phone;
  • placing a contaminated sampling bottle on a break-room counter;
  • wearing sewage-covered boots into an office;
  • placing contaminated tools on a vehicle seat;
  • handling food before washing hands.

Breaking these transfer pathways is an important part of biological safety.

Common Biological Safety Mistakes

  • Assuming sewage exposure is harmless because illness has never occurred before.
  • Wearing gloves but failing to wash hands afterward.
  • Touching the face with contaminated gloves.
  • Leaving cuts or abrasions uncovered.
  • Eating or drinking in contaminated work areas.
  • Using high-pressure cleaning in a way that creates unnecessary aerosols.
  • Reaching blindly into screenings or debris.
  • Carrying contaminated tools into clean spaces.
  • Wearing heavily contaminated work clothing into vehicles or break areas.
  • Ignoring a needlestick or puncture injury.
  • Failing to clean contaminated shared equipment.
  • Using a disinfectant without first considering whether heavy organic material must be removed.

A Practical Biological Safety Sequence

  1. Identify the biological contamination likely to be present.
  2. Determine possible exposure routes.
  3. Cover cuts and damaged skin.
  4. Select appropriate gloves, eye protection, clothing, and other PPE.
  5. Avoid unnecessary splashing and aerosol generation.
  6. Keep food, drinks, phones, and personal items away from contaminated work.
  7. Handle sharps and unknown debris carefully.
  8. Clean and decontaminate tools and surfaces according to procedure.
  9. Remove contaminated PPE without spreading contamination.
  10. Wash hands thoroughly.
  11. Separate contaminated clothing and equipment from clean areas.
  12. Report significant exposures and obtain medical evaluation when appropriate.
