Texas Water Operator License Classes & Requirements
Learn Texas TCEQ water operator license classes D, C, B, and A, including education, qualifying experience, required training, Surface Water, Groundwater, Distribution specialties, and advancement between license levels.
Texas public water system operator licenses are issued by the Texas Commission on Environmental Quality, or TCEQ. The principal water operator license levels are Class D, Class C, Class B, and Class A.
The requirements become progressively more demanding as the license level increases. Applicants must meet the current TCEQ requirements for education, qualifying work experience, approved training, application approval, and examination.
Texas Water License Progression
The general progression is:
- Class D;
- Class C;
- Class B;
- Class A.
However, operators should not assume that advancement is based only on time spent working in a water utility. TCEQ evaluates the type of experience, education, training, and the specific license being requested.
Water Licensing Regulatory Structure
Texas public water operator licensing is associated with:
- 30 TAC Chapter 30, Subchapter K;
- 30 TAC Chapter 290;
- TCEQ occupational licensing requirements.
Individuals who perform regulated process-control duties involving drinking-water production or distribution generally must hold the appropriate water operator license unless an applicable exemption exists.
Class D Water License
Class D is the entry-level Texas water operator license.
Current TCEQ minimum education and experience requirements include:
- high school diploma or GED;
- no required previous water-system work experience.
Class D Required Training
Current Class D training includes:
- Basic Water Operations or an approved equivalent option;
- Resiliency Overview.
The resiliency requirement applies to initial water licensing and license upgrades under current TCEQ training requirements.
Class D Is Limited in Scope
Class D should not be viewed as a license suitable for every Texas public water system or every operator position.
TCEQ places restrictions on Class D licensing and renewal in situations involving larger or more complex systems.
Important Class D Restrictions
TCEQ identifies situations in which a person who previously held a Class D license may not apply for another Class D license, including when the operator:
- operates a groundwater treatment system with 250 connections or more;
- operates a groundwater system serving 750 people or more;
- operates a surface-water treatment system;
- operates groundwater under the influence of surface water;
- serves as supervisor, crew chief, or foreman of a distribution system with more than 250 connections;
- operates multiple groundwater systems whose combined connections exceed 250 or whose total population served exceeds 750.
These restrictions are important because an operator may need to progress to a higher license instead of remaining at Class D.
Provisional Water Class D
Texas also provides a Provisional Water Class D license for applicants who do not yet have a high school diploma or GED.
Under current TCEQ requirements:
- no formal education is required at the time of application;
- no previous work experience is required;
- required water training still applies;
- the provisional license is valid for two years;
- it must be upgraded to Class D or a higher license by the end of the provisional period.
Class C Water License
Class C is the next major level after Class D and introduces specialization by operational field.
Texas has:
- Class C Surface Water;
- Class C Groundwater;
- Class C Distribution.
Class C Education Requirement
The current minimum education requirement for Class C is:
- high school diploma or GED.
Class C Experience Requirement
Current TCEQ requirements include:
- two years of qualifying experience;
- at least one year must be hands-on experience;
- at least one-half of the required experience must be in the specific field for the license requested.
What Hands-On Experience Means
Hands-on experience involves actual public water system operational work rather than purely administrative duties.
Examples can include:
- operating treatment equipment;
- performing process-control duties;
- operating pumps and chemical-feed systems;
- distribution-system operation and maintenance;
- routine operational sampling and testing;
- other approved operational duties.
Class C Experience Substitution
TCEQ allows limited substitution of approved education or training for part of the Class C experience requirement.
An applicant can currently substitute up to one year of experience using qualifying college credit or additional approved water operator training.
TCEQ identifies examples such as:
- 32 semester hours of college or 40 additional hours of approved training for one year of experience;
- 16 semester hours of college or 20 additional hours of approved training for six months of experience.
Class C Surface Water Training
Current core training for Class C Surface Water includes:
- Basic Water Operations;
- Surface Water Production I;
- Surface Water Production II;
- Resiliency Overview.
Class C Groundwater Training
Current Class C Groundwater training includes:
- Basic Water Operations;
- Groundwater Production;

- one approved elective course.

Class C Distribution Training
Current Class C Distribution training includes:

Why Class C Has Specialties
Surface-water treatment, groundwater production, and distribution involve different operational knowledge.
For example:
- surface-water operators need knowledge of coagulation, clarification, filtration, and surface-water treatment;
- groundwater operators need knowledge of wells, groundwater treatment, disinfection, and pumping;
- distribution operators need knowledge of mains, storage, pressure, valves, hydrants, pumps, and distribution water quality.
Class B Water License
Class B represents a higher level of operator qualification and responsibility.
Texas provides:
- Class B Surface Water;
- Class B Groundwater;
- Class B Distribution.
Class B Education and Experience, Bachelor's Degree Path
An applicant using the bachelor's degree path must currently have:
- a bachelor's degree in chemistry, biology, engineering, microbiology, bacteriology, or another similar discipline approved by TCEQ;
- 2.5 years of hands-on experience;
- at least one-half of the work experience in the specific field for the requested license.
Class B Education and Experience, High School or GED Path
An applicant using the high school or GED path must currently have:
- high school diploma or GED;
- five years of qualifying work experience;
- at least three years of hands-on experience;
- at least one-half of the required experience in the specific field for the requested license.
Class B Experience Substitution
Applicants using the high school or GED path may substitute up to two years of qualifying experience through approved college education or additional TCEQ-approved water operator training.
TCEQ currently identifies:
- 64 semester hours of college or 80 additional hours of approved training for two years of experience;
- 32 semester hours of college or 40 additional hours of approved training for one year of experience.

Class A Water License
Class A is the highest general Texas water operator license class.
Unlike Classes B and C, the Class A license is not separated into Surface Water, Groundwater, and Distribution licenses on the TCEQ licensing page.
Class A requires extensive experience and broad water-system knowledge.
Class A Master's Degree Path
Current requirements include:
- master's degree in chemistry, biology, engineering, microbiology, bacteriology, or another similar discipline approved by TCEQ;
- four years of hands-on public water system experience.
Class A Bachelor's Degree Path
Current requirements include:
- bachelor's degree in an approved scientific or technical discipline;
- five years of hands-on public water system experience.
Class A High School or GED Path
Current requirements include:
- high school diploma or GED;
- eight years of public water system experience;
- at least six years of hands-on experience.
Class A Experience Substitution
Applicants using the high school or GED path may substitute up to two years of qualifying experience with approved college education or additional water operator training.
The current TCEQ substitution examples include:
- 64 semester hours of college or 80 additional hours of approved training for two years of experience;
- 32 semester hours of college or 40 additional hours of approved training for one year of experience.
Class A Training
Current Class A core training covers a broad range of water operations and includes:
- Resiliency Overview;
- Basic Water Operations;
- Surface Water Production I;
- Surface Water Production II;
- Groundwater Production;
- Water Distribution;
- Water Laboratory;
- Water Utility Management;
- Water Utility Safety.
Additional approved training is required to meet the current total training requirement.
Class A Training-Hour Requirement
TCEQ currently identifies a total Class A training requirement of 184 hours.
The operator must complete the required core courses plus sufficient additional approved training to meet that total.
Specific Field Experience
For Class B and C specialty licenses, experience in the specific field matters.
An applicant seeking a Surface Water license should not assume that all Distribution or Groundwater experience will satisfy the field-specific requirement.
Laboratory Experience
TCEQ places conditions on using laboratory experience toward water operator licensing.
For laboratory experience to receive full credit, the laboratory must be owned and operated by the public water system, and laboratory personnel must consult daily with a licensed public water system operator.
Unacceptable Experience
Not every utility job automatically qualifies as operator experience.
TCEQ identifies examples of experience that normally does not count unless the individual also performs routine on-site operational duties.
Examples include:
- secretarial work;
- utility-relations work;
- meter reading;
- radio dispatching;
- bookkeeping;
- administrative positions such as mayor or city manager.
Document Experience Carefully
Operators planning to advance should maintain accurate records of:
- employment dates;
- system name;
- system type;
- specific duties;
- hands-on responsibilities;
- supervisor information.
Required Training Is License-Specific
An operator should not assume that a course required for one license specialty satisfies another.
For example, Surface Water, Groundwater, and Distribution licenses use different combinations of core and elective courses.
Resiliency Overview
Current TCEQ requirements include completion of the Resiliency Overview course before applying for an initial water operator license or upgrading an existing water operator license.
The course is required once for that licensing purpose.

Application and Examination
After completing the applicable education, experience, and training requirements, the applicant submits an application to TCEQ.
The applicant must receive approval before scheduling the applicable licensing examination.
Passing Score
TCEQ currently requires a minimum examination score of:
70 percent
for public water system operator licensing examinations.
Computer-Based Testing
TCEQ uses computer-based testing for water operator examinations, including:
- Class D Water;
- Class C Groundwater;
- Class C Surface Water;
- Class C Distribution;
- Class B Groundwater;

Pre-Approval Is Required
An applicant cannot simply schedule the licensing examination before TCEQ determines that the licensing prerequisites have been met.
Pre-approval requires the applicant to complete applicable:

- training;
- application requirements.
Need-to-Know Criteria
TCEQ publishes separate need-to-know criteria for water operator examinations.
Exam preparation should be matched to the exact license being requested.

Advancing from Class D to Class C
An operator moving beyond Class D must satisfy the Class C requirements rather than merely retaking a harder exam.
This includes:
- qualifying experience;
- hands-on experience;
- field-specific experience;
- required training;
- application approval.
Advancing from Class C to Class B
Class B requires significantly more qualifying experience and training.
The operator should plan well ahead by maintaining documentation of:
- hands-on work;
- specific-field work;
- approved training;
- college education if used for substitution.
Advancing to Class A
Class A represents broad professional qualification across public water system operation.
The experience and training requirements are correspondingly higher.
Do Not Rely on Old Training Lists
TCEQ training requirements can change.
For example, current requirements include the Resiliency Overview course that older licensing documents may not list.
Applicants should use current TCEQ licensing and training information when preparing an application.
Example: New Operator with High School Diploma
An applicant with a high school diploma, no water experience, and required Class D training may qualify to apply for Class D after satisfying the current application requirements.
Example: Operator Seeking Class C Distribution
The operator should verify:
- high school diploma or GED;
- two years of qualifying experience;
- at least one year of hands-on experience;
- required specific-field experience;
- Basic Water Operations;
- Water Distribution;
- Resiliency Overview;
- one approved elective.
Example: Operator Has Five Years of Experience but Little Hands-On Work
Total employment time alone may not satisfy a higher license requirement.
TCEQ separately considers required hands-on experience.
Example: Distribution Operator Applies for Class B Surface Water
The operator should verify whether enough qualifying experience was obtained specifically in the Surface Water field.
Experience from another area should not automatically be assumed to satisfy the specific-field requirement.
Example: Applicant Uses College Credit as Experience Substitute
The applicant should verify:
- whether substitution is allowed for the requested class;
- maximum substitution allowed;
- number of semester hours;
- remaining hands-on experience requirements.
Example: Class D Operator Moves to a Surface-Water Plant
A Class D operator should not assume the existing license is sufficient for continued operation at a surface-water treatment facility.
Current TCEQ Class D restrictions make higher licensing important in these situations.
